#77 Navigating to a new page loads the next page into the same position as the previous.

Initial load of page should load from top of the page instead of last left off position from pervious.

eg. Navigating to a new page from footer link loads the next page to display from the footer position. Navigating from the middle of the page link loads next page into the middle of the page.
